Side note, windows and other computers, when taking control of a mic can/do auto gain adjustment. If you were to record something too hot (and this noisy) and then turn everything down after the fact, your signal to noise ratio will be the same, so it will still be noisy. If other things are plugged into the same strip or outlet as you computer (or potentially even the same circuit) that could be a problem. If it's a desktop, try a different power outlet that is on a different circuit (it has to be a different circuit, not just a different outlet).
If it's a laptop, try on battery power as well. That makes me believe that poor quality power or grounding could cause an issue in your case. Is the hiss room noise or possibly power noise? I know with one of my USB interfaces that is powered by USB, if I use my laptop and a cheap replacement power cord, it's noisy. Basically, a USB mic is a regular mic plus a USB interface built in.
